At 13:30 on May 18th, the online "520 World Metrology Day Theme Report" hosted by the International Cooperation Committee of Zhongguancun Inspection and Certification Industrial Technology Alliance and organized by Tai'an Panran Measurement and Control Technology Co., Ltd. was held as scheduled. The chairman of the alliance Yao Hejun (Dean of Beijing Institute of Product Quality Supervision and Inspection), Han Yu (Director of Strategic Development of CTI Group), Chairman of the Alliance Special Committee, Zhang Jun (President of Taian Panran Measurement and Control Technology Co., Ltd.), Vice Chairman of the Alliance Special Committee Manager) and more than 120 member units of the alliance, nearly 300 people participated in the report meeting.
The report meeting was held to celebrate the important international festival of 520 World Metrology Day. At the same time, it coincided with the "Special Committee High-Tech Year Activities" launched by the International Cooperation Committee of the Alliance in 2023.
Li Wenlong, the second-level inspector of the Department of Accreditation and Inspection and Testing Supervision of the State Administration for Market Regulation, Li Qianmu, vice chairman of the Jiangsu Science and Technology Association, Russian foreign academician, professor Li Qianmu, senior engineer (doctor) Ge Meng of the 102 R&D Center, and the 304 Institute Wu Tengfei, deputy chief researcher (doctor) of the key laboratory, Zhou Zili, senior executive and researcher of China Aeronautical Research Institute, former deputy director of 304 Institute, Hu Dong, senior engineer (doctor) of 304 institute, and many experts in the field of metrology and inspection, sharing Their research results and experience allow us to better understand the importance and application of measurement in modern society.

At the beginning of the meeting, Yao Hejun, chairman of the alliance, Han Yu, chairman of the alliance special committee, and Zhang Jun (organizer), vice chairman of the alliance special committee, delivered speeches.
YAO HE JUN
Chairman Yao Hejun expressed his congratulations on the convening of this meeting on behalf of the Zhongguancun Inspection, Testing and Certification Industry Technology Alliance, and thanked all leaders and experts for their long-term support and concern for the work of the alliance. Chairman Yao pointed out that the International Cooperation Special Committee of the Alliance will always adhere to the connotative development concept of relying on scientific and technological progress to support the construction of a strong country, and will continue to deepen the role of scientific and technological innovation in leading and driving demonstration.
This year is the high-tech year of the International Cooperation Special Committee of the Alliance. The special committee plans to organize an international seminar on quantum mechanics and metrology, invite the chairman of the International Committee of Metrology to visit China, and hold a series of activities such as the establishment meeting of the special committee. The special committee hopes to build an international platform to achieve information sharing, extensive exchanges and common development, attract outstanding talents at home and abroad, and serve inspection, testing, certification and instrument and equipment manufacturing enterprises with an international vision, standards and thinking, and realize mutual consultation, development amd win-win.
Director Han Yu said that the positioning of the establishment of the special committee has the following three aspects: First, the special committee is a comprehensive platform that integrates measurement calibration, standards, inspection and testing certification and instrument manufacturers, and is a large concept of measurement platform. The platform integrates production, education, research and application. Second, the special committee is an international high-tech industry information sharing platform, which conveys the internationally advanced concepts and scientific research trends of the metrology and testing industry. In 2023, the special committee has carried out a lot of scientific research work and shared advanced scientific research information. Thirdly, the special committee is the platform with the highest degree of interaction and participation among members. Whether it is from measurement calibration, standards, inspection and certification, or instrument manufacturers, each member can find his own position and show his ability and style.
Through this comprehensive platform, it is hoped that domestic talents in measurement and calibration, standards, inspection and testing certification, instrument design, R&D and manufacturing can be brought together to jointly study and discuss the development direction and cutting-edge technologies of the inspection and testing industry, and contribute to the technological progress of the industry.
Zhang Jun, deputy director of the alliance special committee of this report meeting, expressed the company's honor in the report meeting on behalf of the organizer (Tai'an PANRAN Measurement and Control Technology Co., Ltd.), and expressed the company's respect for online leaders, experts and participants. A warm welcome and heartfelt thanks to the delegates. PANRAN has been committed to the R&D and manufacturing of temperature/pressure measuring instruments for the past 30 years. LI WEN LONG
Director Li Wenlong, the second-level inspector of the Department of Accreditation, Inspection and Testing Supervision of the State Administration of Market Regulation, made a keynote report on "The Road to High-Quality Development of China's Inspection and Testing Institutions". Director Li Wenlong is not only a high-end scholar in China's inspection and testing industry, but also an observer of hot issues in the field of inspection and testing, and a watchman for the development of China's inspection and testing institutions. He has successively published several articles in the series of "In the Name of the People" and "The Growth and Development of China's Inspection and Testing Institutions under the Big Market, Great Quality and Supervision", which have aroused great repercussions in the industry and become the key of the gateway to the growth and development of China's inspection and testing institutions, and has high historical value.
In his report, Director Li introduced in detail the development history, characteristics, problems and challenges of China's inspection and testing market (institutions), as well as the future development direction. Through Director Li's sharing, everyone has a detailed understanding of the historical context and trends of China's quality inspection and testing development.
LI QIAN MU
Under the current background of big data, the informatization process of the metrology industry has achieved rapid development and progress, improving the collection and application of metrology data, maximizing the value of metrology data, and providing favorable technologies for the development and innovation of metrology technology. Professor Li Qianmu, vice chairman of Jiangsu Provincial Association for Science and Technology, Russian foreign academician, gave a report entitled "Collection and Analysis of Ultra-Large-Scale Network Traffic". In the report, through the decomposition of the five research contents and the process of technology integration, the results of traffic collection and analysis are shown to everyone.
WU TENG FEI
In order to enable practitioners in the field of measurement to understand the progress of basic theoretical research in the field of measurement, and share the concept and experience of the international frontier in the field of metrology, Dr. Ge Meng from the 102nd Institute and Dr. Wu Tengfei from the 304th Institute gave special reports, showing us the quantum mechanics impact on measurement.
Dr. Ge Meng, a senior engineer from Institute 102, gave a report entitled "Analysis of the Development of Quantum Mechanics and Metrology Technology". In the report, the connotation and development of metrology, quantum mechanics and quantum metrology, and the development and application of quantum metrology technology were introduced, the impact of the quantum revolution was analyzed, and the problems of quantum mechanics were considered.
Dr. Wu Tengfei, deputy director and researcher of the 304 Key Laboratory, gave a report entitled "Discussion on Several Applications of Femtosecond Laser Frequency Technology in the Field of Metrology". Dr. Wu pointed out that the femtosecond laser frequency comb, as an important standard device linking optical frequency and radio frequency, will be applied to more fields in the future. In the future, we will continue to conduct in-depth research in the field of more multi-parameter metrology and measurement based on this frequency book, play a more important role, and make greater contributions to the rapid promotion of related metrology fields.
03 Metrology Technology Interview Section
This report invited Dr. Hu Dong, a senior engineer from 304 Institutes, conducted an exclusive interview with Zhou Zili, a senior executive of China Aeronautical Research Institute, on the topic of "The Importance of Quantum Mechanics Theory to the Development of Measurement Field" on quantum mechanics research.
The interviewee, Mr. Zhou Zili, is a senior executive and researcher at the China Aeronautical Research Institute, and the former deputy director of the 304th Institute of China Aviation Industry. Mr. Zhou has been engaged in the fusion of metrological scientific research and metrological management for a long time. He has presided over a number of metrological scientific research projects, especially the project "Immersed Tube Connection Monitoring of Hong Kong-Zhuhai-Macao Bridge Island Tunnel Project". Mr. Zhou Zili is a well-known expert in our metrology field. This report invited Mr. Zhou conducted a themed interview on quantum mechanics. Combining the interviews can give us a deeper understanding of our quantum mechanics.
Teacher Zhou gave a detailed explanation of the concept and application of quantum measurement, introduced quantum phenomena and quantum principles step by step from the surroundings of life, explained quantum measurement in simple terms, and through the demonstrating of quantum iteration, quantum entanglement, quantum communication and other concepts, reveals the development direction of quantum measurement. Driven by quantum mechanics, the field of metrology continues to develop. It is changing the existing mass transmission system, enabling flat quantum transmission and chip-based metrology standards. These developments have brought unlimited opportunities for the development of the digital society.
In this digital age, the importance of metrology science has never been greater. This report will deeply discuss the application and innovation of big data and quantum mechanics in many fields, and show us the future development direction. At the same time, it also reminds us of the challenges we face and the problems that need to be solved. These discussions and insights will have an important impact on future scientific research and practice.
